The present research work addresses a real problem: social conflicts in Peru, and from the theoretical point of view, it seeks to solve the following research problem: their prevention through the effective implementation of citizen participation. There is currently a lack of knowledge in academia, despite the fact that the effects of social conflicts should be a problem of great interest, as cases at the national, multi-regional or district level are on the increase. This is due to the fact that citizens' social grievances cannot be channelled in any other way due to the crisis of representative democracy, which unfortunately leads to violence.
Therefore, the general objective of the research work is to determine whether the implementation of working groups with a governance approach guarantees the right to citizen participation and prevents social conflicts. This will be done on the basis of three specific objectives, the first being to establish a relationship between the democratic state and the human right to citizen participation, where the crisis of representative democracy becomes evident. The second specific objective is to identify the causes and phases of social conflicts in Peru, in order to understand from a theoretical perspective how to identify the stage at which it is possible to prevent them. Finally, the third specific objective develops how the working groups from the governance approach work from a theoretical perspective, and provides brief practical examples. The methodological design is applied and qualitative, at an exploratory level. Finally, it is concluded that the way in which roundtables should function is from the analytical approach to governance. And, it is recommended that it is not necessary
to modify the current legislation for the creation of participatory spaces, so it will be the duty of the actors of the territory to self-regulate according to their reality and common problems.
